1. Who decides whether Part L passes or fails?

Building Control make the final determination on compliance. Our role is to ensure the SAP, fabric specification, thermal performance and BREL evidence are technically robust, internally consistent, and presented in a way Building Control can sign off without challenge or delay.

2. Is SAP compliance just a calculation exercise?

No. Under Part L 2025/26, compliance is increasingly determined by buildability, thermal detailing, and evidence quality. A “passing” SAP model that cannot be evidenced on site will still fail at sign-off. Our approach aligns modelling assumptions with what is realistically constructed and documented.

3. At what stage should we appoint a Part L consultant?

Ideally at design stage, before specifications are fixed. Early involvement allows us to identify high-risk junctions, over-optimistic assumptions, and unnecessary renewable requirements before they become costly to change during construction.

4. Why do projects fail Part L even when the SAP shows a pass?

Common causes include missing or incorrect BREL photographic evidence, changes to specification not reflected in the SAP, default thermal bridging values being exceeded on site, and air-tightness assumptions that cannot be achieved in practice.
